It's listed in French and German Dolls, Dishes and Accessories by Doris Lechler on page 56 -- in a different color variation.
The flowers are cut-out and hand applied. Fish scale runners race from top to bottom.
She also has a notation in Volume II Children's Glass Dishes, China and Furniture on page 78:

Three members of the Schlegelmilch family produced porcelain in Germany in the nineteenth and early twentieth centuries. Their work is called: RS Prussia, RS Germany, RS Poland or RS Tillowitz. This author attributes the "Indigo Flowers in Relief" to RS Germany as a Schlegelmilch product"
